The institutional agenda included Jane Carmen Carneiro e Araújo, Executive Secretary of Revenue at Sefa, and Jucelly Lima Ivo, Coordinator of the State Lottery of Rio Grande do Norte.
The delegation from Rio Grande do Norte observed how Lottopar integrates concessionaire systems with its contracted platform, which ensures security, control, and traceability of operations.
Jane Araújo highlighted the positive impact of the visit: “Our visit to Lottopar provided, in addition to a valuable opportunity to see up close how the lottery operates, an extremely enriching experience that will serve as a key reference for adjusting the operational, regulatory, and governance parameters of the State Lottery of Rio Grande do Norte, currently in its structuring and regulatory phase.”
“The exchange of knowledge and best practices will directly contribute to the development of an efficient, secure, and socially responsible model aligned with the strategic objectives of the State of Rio Grande do Norte,” she added.
“It’s a fundamental partnership to ensure transparency and safety at this critical moment and in the next steps toward the implementation of our state lottery. Our thanks to President Daniel Romanowski and his entire team, who welcomed us so generously and showed us the best practices adopted by Lottopar.”

Jucelly Lima Ivo, the coordinator, emphasized the value of hands-on experience: “In our study of state lotteries and their regulation, Lottopar was one of Sefa’s main references. Experiencing the operation firsthand was a great opportunity to enhance our knowledge in structuring and regulating the Lottery of Rio Grande do Norte.”
For Daniel Romanowski, president of Lottopar, such meetings strengthen the technical and institutional progress of the sector on a national scale: “The model we built in Paraná is the result of planning, responsibility, and ongoing dialogue with society and the regulated sector. Hosting colleagues from other states, such as Rio Grande do Norte, strengthens this ecosystem and proves that it is possible to build sustainable, innovative lotteries that serve the public interest.”
At the end of the visit, Lottopar thanked the Sefa team for their presence and reiterated that its doors are open to all Brazilian states interested in learning and sharing best practices.
“Each federative unit has its local particularities, but the union of states in building solid and integrated regulatory models is the safest path to ensure a betting environment that protects and respects the Brazilian population,” Lottopar concluded.
