Brazilian congressman presents bill to ban sports betting and online gaming

Luiz Carlos Hauly, federal congressman from the Paraná state, introduced a bill this Thursday (24) to ban sports betting and online gaming in Brazil. The proposal repeals provisions of Laws 13,756 and 14,790 that regulated the activity in the country. The project is awaiting a decision from the Board of Directors on which committees the bill will be submitted to.

Bill 3636/2025 prohibits, throughout the national territory, the exploration, operation, intermediation, or advertising of fixed-odds betting, electronic betting, gambling platforms, and other similar modalities, especially those operated digitally, by individuals or legal entities, national or foreign, related to real or virtual events in which the bettor's winnings are defined at the time of placing the bet.

In his justification, the author, Representative Luiz Carlos Hauly, repeats the same old fallacies about "the growing dependence of young Brazilians on online betting, especially through electronic games popularized on social media."

The proposal establishes a fine of up to R$50 million (US$9m) for non-compliance with the prohibition, suspension of internet domains and applications, as well as the revocation of any authorizations and licenses granted.

In his justification, the congressman states that these types of gambling "have spread rapidly among Brazilians, especially among young people, generating a worrying debt crisis and compromising family well-being."

Hauly even states in his justification for the bill that the measure "is a necessary and urgent step to restore the State's commitment to human dignity and the future of Brazilian youth."

The Board of Directors of the Chamber of Deputies will still determine which committees the bill should pass through.
