The transfer of funds to football clubs has been part of the law since September 2006. A 2007 decree regulates the practice of transferring funds.
Lotteries must allocate 22% of the total proceeds from games to "remunerate professional football entities that grant the rights to use their names, brands, emblems, anthems, or symbols for the promotion and execution of the prediction contest."
The current rules do not determine which Executive Branch agencies should oversee the allocation of funds to football clubs. Law 13,756 of 2018 establishes that transfers are based on the lottery's revenue from two games:
* Loteca – the bettor marks the results of football matches.
* Timemania – the bettor marks 10 numbers from the 80 available and a Favorite Team. Seven numbers and one Favorite Team are drawn per contest. If a person matches 3 to 7 numbers, or matches their favorite team, they win.
The Ministry of Finance stated that the aforementioned transfers refer to the Specific Prediction Lottery, known as Timemania.
"According to current legislation, 22% of the lottery's gross revenue is allocated to soccer clubs in exchange for the use of their brands. These funds are required to pay debts to the federal government, such as debts to the Federal Revenue Service and the National Social Security Institute (INSS), and cannot be freely transferred by the clubs," it stated.
According to the Ministry of Finance, the distribution follows legal criteria:
- half of the funds are divided equally among the participating clubs;
- the other half is allocated according to bettors' choice of their favorite team.

CAIXA informs that Loterias CAIXA transfers to football teams are provided for in the Loteca and Timemania categories.
Loterias CAIXA, as the operator of federal lotteries, makes transfers to legal beneficiaries in accordance with the criteria established by specific legislation: Law No. 13,756 of December 12, 2018; Law No. 11,345 of September 14, 2006; and Decree No. 6,187 of August 14, 2007.
The transfers are made to both men's and women's football teams in series A, B, and C of various championships, including the under-20 category.
