Municipality of Piaçabuçu establishes its own lottery service

The city of Piaçabuçu, in the Brazilian state of Alagoas, has officially established its own municipal lottery. Mayor Rymes Lessa signed Law No. 603/2025, establishing the Piaçabuçu Municipal Lottery Public Service (Lotepi). The new legislation, published in the Official Gazette of Municipalities last Friday (25), authorizes the city to operate all lottery modalities.

Lotepi may operate directly, through the Executive Branch, or through accreditation, concessions, public-private partnerships, or bidding processes. Revenue will be collected through physical and digital channels, allowing the municipality to raise funds through entertainment and the operation of games and betting.

According to the law, the amounts collected from ticket sales and bets will be used to pay prizes, taxes, and operating costs. The surplus amount will be allocated to fund social initiatives and public policies in the areas of social assistance, culture, education, tourism, health, public safety, and human rights.

The legislation also provides that prizes not claimed within 90 days of the results' announcement will be transferred to the Municipal Social Assistance Fund.

The Department of Taxation and Finance will be responsible for the administrative execution of Lotepi, while the Municipal Department of Administration will be responsible for implementing operational regulations. The Executive Branch has up to 120 days to regulate the new lottery's guidelines by decree.

The municipality may also, directly or through partnerships, adopt security systems against fraud and ticket tampering, as it deems appropriate.

With this initiative, Piaçabuçu joins the list of Brazilian municipalities regulating their own lotteries, following the recognition of the legality of lottery operations by subnational entities.
