Loterj launches US$235k call for proposals to expand early childhood education with lottery funds

Loterj has just launched a new Public Call for Proposals to select a Civil Society Organization (CSO) with the aim of expanding early childhood education services, in the form of daycare, in the Vila do João community of Rio de Janeiro, in the Maré Complex. The funds come from the proceeds from lottery and sports betting received by the agency.

With a value of up to R$1,283,000 (US$235,000), the call for proposals reinforces Loterj's commitment to promoting early childhood and social inclusion in highly vulnerable areas. The project guarantees comprehensive care for children aged 6 months to 3 years and 11 months, including the provision of uniforms, educational materials and psychosocial activities — ensuring an environment of care, protection and development for the families served.

Loterj already maintains the Vila do João Early Childhood Education Center in the community itself, which offers comprehensive care to up to 250 children. Between 2023 and 2025, Loterj invested a total of R$1,964,770.62 (US$360,000) in the project, located in the North Zone of Rio de Janeiro.

The initiative generates 61 direct jobs, of which approximately 50% are occupied by residents of the region, promoting local social and economic development. The project is carried out in partnership with RioSolidario and directly and indirectly impacts more than 1,100 people.

For the president of Loterj, Hazenclever Lopes Cançado, investing in daycare centers in the outskirts of cities represents an essential and transformative public policy.

“Strengthening early childhood education in vulnerable areas is a concrete way to promote citizenship from the earliest years of life. With this new call for proposals, we reaffirm Loterj’s role as an agent of inclusion and social development.”

The new call for proposals is part of Loterj’s Social Subsidies Program (PSSL), which allocates a significant portion of the agency’s budget to projects focused on social inclusion. In 2025, in addition to Vila do João, Loterj will ensure the continuity of other child development centers in the communities of Batan (Realengo) and Cidade de Deus, totaling a total investment of R$5.4 million (US$990,000) this year alone.
