The certification was awarded during the Cibelae International Seminar in Foz do Iguaçu, after months of intense work by Lottopar's AML/CFT Committee, which developed and applied all the required technical requirements. With this, Paraná is positioned not only as a reference in innovation and governance in the gaming sector, but also as a national leader in regulatory security.
Commitment since its inception
Since its creation, Lottopar has incorporated the AML/CFT policy as a central axis of its operations. All concession notices published by the agency already provided for express obligations to operators on the subject, requiring specific policies, prevention systems and reporting of suspicious transactions. Another key element is the management platform and payment method.
It was also the first Brazilian lottery to:
* Publish an institutional policy on AML/CFT.
* Be formally qualified as a regulator in the Financial Activities Control System – Siscoaf.
* Authorize its concessionaires to directly report suspicious transactions.
These structural measures were fundamental to achieving international recognition.

Cibelae Certification: Transparency as a mission
According to Cibelae, Level I certification in AML/CFT is granted only to entities that demonstrate institutional commitment, technical capacity and the adoption of concrete prevention measures. The initiative is part of the entity's ongoing effort to promote an ethical, safe and transparent lottery sector that cannot be used by criminal organizations as a means of concealing illicit resources.
“Cibelae's Technical Standard for the Prevention of Money Laundering represents the synthesis of the best international practices in the gaming and betting industry. Both the Commission that drafted this regulation and the Evaluation Committee, of which I am a member, have a diverse and highly qualified international composition”, stated Maximiliano Montani, Coordinator of the Evaluation Committee for the Technical Standard for PLA at Cibelae.
“Achieving certification at any of its three levels means that a lottery has demonstrated a solid and effective commitment to the fight against money laundering: through the implementation of specific policies, the preparation of manuals, the designation of those responsible, the training of its employees and the performance of periodic audits that validate its operations.”
“In this sense, Lottopar surpassed with excellence all the requirements of the Level I Standard, becoming, with total merit, the first lottery to obtain this certification. A true milestone for the region and an example for the sector,” highlighted Montani.
International standards for a more honest sector
Lottopar’s recognition comes at a strategic time for Brazil, which is experiencing the expansion of state lotteries and the strengthening of regulation of the betting sector. In this context, preventing money laundering becomes a central issue for protecting the public interest and the integrity of operations.
“This certification is not just a point of arrival, but an ongoing commitment to the highest standards of integrity.
