The working group was created by the Ministry of Finance, through the SPA, and aims to create a National Betting System (Sinapo) to define minimum and shared rules for the sector.
In practice, states will have autonomy to manage their regulations according to their local context, but minimum quality standards will contribute to the responsible operation of the sport.
Throughout the year, the general director of the Loteria Mineira, Onésimo Diniz Moreira, participated in meetings held in Brasília, where he defended the autonomy of the LEMG and the regulatory framework for betting in Minas Gerais. The group's activities conclude on August 8th, the date scheduled for the system's launch.
"This new work being done between the Loteria Mineira and the Ministry of Finance will bring benefits to the state and its bettors, as they will be able to identify legal and illegal games," states Onésimo Diniz Moreira.
New identifier domain
In addition to the creation of Sinapo, the working group plans to use the "bet.br" domain, which will be used by all state agencies that regulate the gaming and betting sector, as well as by regulated dealers in the sector.
Gaming and betting platforms that do not use this domain will be considered illegal, meaning users will have no guarantees against potential fraud resulting from the use of the service.
The oldest in the country, with over 100 years of existence, the Loteria Mineira coordinates and oversees lottery and physical and digital betting activities in Minas Gerais.
The funds raised by the entity, linked to the Minas Gerais State Secretariat for Economic Development (Sede-MG), are 100% allocated to social development initiatives in the state. Between 2019 and 2025, the entity has already allocated R$219 million (US$39.2m) to various social initiatives carried out by the Minas Gerais State Government.
