The president of Loterj, Hazenclever Lopes Cançado, announced that the rules for the operation of VLTs (Video Lottery Terminals) in Rio de Janeiro are about to be released. According to him, Rio meets all the requirements to establish itself as the largest VLT market in the world.
During the meeting, the technical specifications of the platform developed by WA.Technology were presented, which include:
* Continuous monitoring of the equipment;
* High adaptability to different system architectures;
* Real-time operational control;
* Robust tools for anti-money laundering, gambling addiction prevention, and detection of irregularities.
Hazenclever revealed that the VLT regulation in the state is in its final drafting phase and reinforced Rio’s leadership position on the international stage.

“In the coming days, we will present clear, safe, and exemplary rules for the operation of VLTs. This is a modern regulation that ensures full control over operations, protects players, and guarantees that the funds collected are returned to society,” Hazenclever stated.
“Rio has real potential to become the largest VLT market in the world, and Loterj is prepared to lead this process with seriousness, innovation, and responsibility. There will be no room for improvisation or loopholes — our commitment is to regulatory excellence and the public interest,” he assured.
Vice President Fabíola Esteves highlighted that building relationships with leading international companies is a strategic guideline for the agency: “We are structuring a smart and efficient regulatory model in line with international best practices. Technology is our ally in promoting transparency, security, and social responsibility. Loterj is taking a firm step toward an ethical, reliable, and sustainable gaming sector.”
Waldir Eustáquio Marques Júnior, former president of Caixa Loterias and one of the key figures in shaping federal public policy for the gaming sector, praised Loterj’s role in the current national landscape.
“Loterj occupies a central position in Brazil’s gaming market. While the federal government still sends contradictory signals, generating doubts and uncertainty, the Rio de Janeiro agency takes a clear and coherent stance. Its focus is on ensuring that gaming revenue directly benefits the population,” he said.
