During the two-day agenda, visitors were presented in detail with the regulatory framework developed by Lottopar, the systems adopted to ensure traceability and operational security, as well as the criteria for licensing operators and laboratories.
In addition, they were introduced to the Responsible Gaming policies and anti-money laundering measures implemented since the agency’s inception.
According to Lottopar president Daniel Romanowski, the visit consolidates a joint effort among states to strengthen the institutional framework of public lotteries in Brazil: “We are very pleased to welcome Agrese and Lotese. We believe that the development of state lotteries necessarily depends on this kind of technical cooperation, where successful experiences can be shared and adapted to the reality of each federative entity.”
“Lottopar’s model is constantly being improved, and it is a pleasure to contribute to other states that, like Sergipe, demonstrate a commitment to serious, secure, and responsible regulation,” Romanowski emphasized.

The exchange of information among states is essential for consolidating a safer, more efficient national lottery environment aligned with international best practices. The visit also highlights the importance of joint action between regulatory agencies and state lotteries in shaping effective public policies.
Agrese president Luiz Hamilton Santana de Oliveira remarked: “Our institution feels very honored and pleased to have carried out this technical visit. These were two very productive days in which we were able to deepen our knowledge. What we’ve learned and seen here, we plan to implement in our regulations in Sergipe.”
Adriana França Coserva Hide, president of Lotese, made a point to express her appreciation to Lottopar: “On behalf of Loterias de Sergipe, I would like to express our deep gratitude to the Lottopar team for their warm welcome and, most importantly, to congratulate them on the exemplary work they have been doing. We were truly impressed by the level of excellence, professionalism, and commitment to social welfare that permeates the entire structure and operations of Lottopar.”
“This exchange of experiences was extremely enriching and reinforces our conviction that cooperation among state public lotteries is a fundamental path toward strengthening the sector in Brazil. We leave here inspired and even more committed to the mission that unites us.”
The agenda concluded with technical visits to Lottopar’s strategic departments and the headquarters of certified partners, with a focus on practical observation of operations. The expectation is that new joint initiatives will be established soon, consolidating a virtuous cycle of cooperation among Brazilian public lotteries.
