With institutional support from the Jogo Positivo Association, the Brazilian Institute of Sports Law (IBDD), and the National Association of Municipal and State Lotteries (Analome), the congress reaches its third edition, established as the main forum for discussion on state and municipal lotteries in Brazil.
The program will continue to focus on the legal, institutional, and economic sustainability of the sector, with technical and strategic debates around gaming regulation and the role of subnational entities in this market.
Confirmed participants include attorney Paulo Horn, president of the Special Commission on Lottery Gaming Law of the OAB-RJ; Camilo Roma Brito, president of Analome; and Filipe Rodrigues, lawyer and founder of the Jogo Positivo Association, who commented on the growing importance of local lotteries:
"With the increase in tax burden and the fragility of federal regulation, the betting sector is becoming less and less competitive at the national level. In this scenario, municipal lotteries are gaining relevance, and the market is recognizing this," he stated.
The first two editions of the Congress — held in Rio de Janeiro and Porto Alegre — were marked by strong participation and high-level discussions, reinforcing the role of lotteries as a legitimate tool for financing public policies and promoting federative autonomy.
