Additionally, the assembly will consider authorization for registering the union with the Civil Registry Office for Legal Entities and the Ministry of Labor and Employment.
SINDIBETS/SP will bring together companies operating fixed-odds betting—both sports betting and online gaming—with headquarters or operations in the State of São Paulo.
Its purpose is to represent the sector, organize collective demands, and strengthen dialogue with authorities and regulatory bodies amid intense discussions about the implementation of the National Betting System (Sinapo) by the Ministry of Finance.
The notice lists the agenda as follows:
1. Discussion and deliberation on the creation of the Union of Fixed-Odds Sports Betting and Online Gaming Operators of the State of São Paulo - SINDIBETS/SP;
2. Formal establishment of the union;
3. Approval of the economic category description: Union of Fixed-Odds Sports Betting and Online Gaming Operators of the State of São Paulo - SINDIBETS/SP;
4. Approval of the state territorial base;
5. Reading, discussion, and approval of the union’s bylaws;
6. Election and inauguration of the union’s first Board of Directors and Fiscal Council (including vote counting, election method, number of interested members, number of voters, slates, number of blank and null votes, and election results);
7. Authorization for the elected President to submit registration documents to the Civil Registry Office and the Ministry of Labor and Employment;
8. Determination of the union’s provisional headquarters address;
9. Determination of the funding method.
The notice is signed by representatives of companies already active in the Brazilian market:

The establishment of the union takes place amid progress in negotiations between the federal government and the sector, led by the Secretariat of Prizes and Betting (SPA), headed by Regis Dudena with Daniela Olímpio de Oliveira as Deputy Secretary.
To participate, companies in the sector must send legally authorized representatives with specific documentation. The notice, dated August 7, 2025, was published 20 days in advance, as required by law.
In recent months, the SPA has held meetings with state representatives and private operators to discuss rules, licensing, and platform integration with Sinapo.
The creation of SINDIBETS/SP is expected to enhance the coordination capacity of São Paulo’s companies, providing a unified institutional voice in a transforming regulatory environment.
The meeting is scheduled for September 3, 2025, at 3 p.m., at Av. Angélica, 688, São Paulo.
