Lotep presents actions to combat illegal gambling at 1st Civil Police State Seminar

With the goal of strengthening institutional coordination in combating the illegal gambling and betting market, the Paraíba State Lottery (Lotep) participated in the 1st Civil Police State Seminar, held in Campina Grande. The event, sponsored by Lotep, brought together authorities and experts from public security forces to discuss strategies to combat criminal organizations in the state.

During the seminar, Lotep Superintendent Francisco Petrônio de Oliveira Rolim presented the state agency’s role in regulating lottery activities and fighting illegal gambling operations. One of the main highlights of the presentation was the introduction of NOL – 'Núcleo de Operações Lotéricas' (Lottery Operations Unit), a structure created by the State Lottery of Paraíba to integrate intelligence, enforcement, and technical cooperation actions with public security agencies.

The creation of NOL is a milestone in Lotep’s role as the State’s technical arm in suppressing illegal gambling. With this structure, we can gather data, monitor platforms, identify suspicious operations, and work together with institutions such as the Civil Police to ensure that the market operates within the law and for the benefit of society,” said Petrônio Rolim.

NOL was established through Protocol No. 0001/2025, signed between Lotep, the State Secretariat for Public Security and Social Defense, and the Civil Police of Paraíba, with an initial term of 60 months. This technical unit works permanently in enforcement, monitoring, data analysis, and prevention of illicit practices related to lottery activities in the state, strengthening the work of public security forces.

The main areas of operation of the Lottery Operations Unit (NOL) include:

- Game certification and integrity;

- IT analysis of digital platforms (including games and payment methods);

- Monitoring the volume and quality of bets;

- Winner profiling and behavior patterns;

- Cooperation with intelligence agencies;

- Anti-money laundering measures;

- Oversight of the application of resources in social counterpart programs (CP).

Rolim also emphasized that “Lotep is not just about revenue: it is about social development, public safety, crime prevention, and strengthening legal and responsible gambling.” The General Delegate of the Civil Police of Paraíba and member of Lotep’s Administrative Council, André Luís Rabelo de Vasconcelos, attended the seminar, reinforcing the significant progress the cooperation agreement represents in combating organized crime linked to clandestine activities.

In addition to the superintendent, the event was attended by NOL members Glauco Borges, tax auditor from the State Treasury Department; Christhiny Sanson, analyst from the Paraíba Data Processing Company; and Marcos Sena, representative of the Civil Police. Also present were Lotep’s Public Policy Advisor Taciana Marinho; Chair of the Responsible Gambling Committee Graziele Malheiros; and Communications Advisor Milena Mélo. The presence of the technical team underscores Lotep’s commitment to building a public policy that is responsible, transparent, and aligned with state legislation.

Organized by the Civil Police of Paraíba with the support of various institutions, the seminar focuses on improving the strategic work of public agents in the face of new criminal dynamics. By sponsoring and participating in the event, Lotep reaffirms its role as an agent of institutional transformation, contributing to the creation of integrated and effective public security policies and to strengthening legal gambling in Paraíba.
