Presidents of the CBF and STJD discuss match-fixing, regulation, and sports integrity

The future of Brazilian football and how to deal with match-fixing was the focus of discussions at the panel held this Wednesday (13) during Rio Innovation Week 2025, sponsored by Superbet. The meeting brought together the presidents of the Brazilian Football Confederation (CBF), Samir Xaud, and the Superior Court of Sports Justice (STJD), Luís Otávio, to discuss how regulating sports betting can strengthen the integrity of competitions.

The panel “The future of Brazilian sports: regulation, financial impact, and integrity” highlighted the entry into force of Law 14,790/2023 in January this year, which marked a milestone for Brazilian sports governance. It established clear rules for licensed operators, earmarked resources for public policies, and created tools to combat match-fixing. This change in the landscape is part of the evolution of Brazilian football, as noted during the panel.

Samir Xaud, president of the Brazilian Football Confederation (CBF), emphasized that regulation creates conditions for greater transparency and accountability in sports.

“The integrity of the competitions organized by the CBF is non-negotiable. The regulation [of betting] came to help with enforcement mechanisms. We have had a system within the CBF since 2023, and after it was implemented, cases of match-fixing dropped by 80%. What we want is to ensure greater fairness in championships, and the regulation has come to help us in that regard,” Xaud said.

“With 80 days in office, I face daily challenges. One of the main ones is the modernization of refereeing, investment in women’s football – which has been growing for years – combating racism, and, despite the difficulties, we are highly motivated to work for Brazilian football and to make decisions that, in the past, were not made. We have a decentralized management structure, giving all areas the autonomy to work,” the executive added.

Luís Otávio, president of the Superior Tribunal of Sports Justice (STJD), stressed the importance of agile mechanisms to identify and punish cases of manipulation.

“We face difficulties in investigations because it is a hidden offense, and the investigative tools belong to public authorities, such as the Public Prosecutor’s Office, whether civil or federal. In this case, Sports Justice cannot break through that barrier. However, when determining the penalty, we are aware that manipulation can originate from different sources, targeting different people, exploiting the unpredictability of the match, and harming a regulated market. It can also occur through scheduling or calendar management involving clubs. These are cases that require special attention,” he explained, comparing Brazil to other countries.

“We need to harmonize what we apply here with what is being done around the world. This is very sensitive because we are the country that punishes athletes the most for match-fixing. It must be carefully assessed to ensure we are not becoming disconnected from international football,” he stated.

“Football is a world of its own. FIFA wants the sport to be uniform worldwide. There is this challenge of aligning how this is addressed abroad and in Brazil, to understand where we stand. Due to match-fixing, there is urgency both from fans and the media. This is a challenge,” concluded the STJD president.
