With the advancement of regulations and the market adjustment process, the SPA has been responding to requests for adjustments to the authorizations of companies authorized to operate sports betting and online gaming in Brazil.
NSX Group, which was authorized by Ordinance 2092/2024 to operate under the Betnacional and Mr. Jack brands, now operates only under the former, with the publication of Ordinance 1814/2025.
The new Ordinances 1812 and 1813 authorize A2FBR to operate the Bolsa de Apostas, Fulltbet, Betbra, Pinnacle, Matchbook, and Betespecial brands, also in physical stores. Previously, the licenses only covered online operations.
The three ordinances were signed by Regis Dudena, Secretary of Prizes and Bets (SPA) at the Ministry of Finance.
SPA/MF ORDINANCE No. 1,814
THE SECRETARY OF PRIZES AND BETTING OF THE MINISTRY OF FINANCE, pursuant to the powers conferred upon him by art. 55, Section I, of Annex 1 of Decree No. 11,907 of January 30, 2024, and in view of the provisions of Law No. 13,756 of December 12, 2018, and Law No. 14,790 of December 29, 2023, resolves:
Art. 1. The trademarks established in SPA/MF Ordinance No. 2,092 of December 30, 2024, shall come into effect with the following change:
"Trademarks: BETNACIONAL"

Art. 1. The modalities established in SPA/MF Ordinance No. 2,101, of December 30, 2025, shall come into effect with the following change:
"Modalities: physical and virtual together"
SPA/MF ORDINANCE No. 1,813
THE SECRETARY OF PRIZES AND BETTING OF THE MINISTRY OF FINANCE, pursuant to the powers conferred upon him by Article 55, Section I, of Annex 1 of Decree No. 11,907, of January 30, 2024, and in view of the provisions of Law No. 13,756, of December 12, 2018, and Law No. 14,790, of December 29, 2023, resolves:
Art. 1. The modalities established in SPA/MF Ordinance No. 2,102, of December 30, 2025, shall come into effect with the following change:
"Modalities: physical and virtual combined"
Currently, Brazil has 182 sports betting and online gaming websites operated by 78 companies.
