São Paulo’s Jandira municipality approves creation of its own lottery

The Jandira City Council, in a city localted in the Greater São Paulo, approved an Executive branch bill that creates a public lottery service within the municipality. Mayor Henri Hajime Sato justified his proposal by pacifying the end of the federal government's monopoly and stating that he 'identified the need to implement a municipal lottery service, given the potential for significant revenue growth.'

In July, Mayor Dr. Sato submitted Complementary Bill (PLC) 09/2025 to the City Council with an urgent request for consideration of the proposal to create a municipal lottery in Jandira. In his justification, he pointed out:

The creation of the Jandira Municipal Lottery aims to raise funds that will be allocated mainly to social security, social assistance, healthcare, and programs focused on social well-being, which will greatly impact the quality of life of residents.

According to the PLC, the Municipal Revenue Department will be responsible for “managing the public lottery service directly or indirectly, through concession, permission, or authorization.” It will also be in charge of issuing complementary regulations to finalize the process of establishing the municipal lottery.

Approved by the City Council’s Justice and Drafting Committee, the bill was taken to the Plenary and unanimously approved by council members. After being sanctioned by the Executive, the Revenue Department will publish a call for companies to present studies, scenario analyses, and assessments of operational, economic-financial, and legal-regulatory feasibility. The city has around 120,000 inhabitants.
