Rio de Janeiro issues decree establishing use of VLTs for sports betting and iGaming

The Rio de Janeiro government published Decree 49.804 in the Official Gazette this Tuesday (19), establishing the requirements for operating sports betting and online gaming in the state through VLTs, kiosks, and other types of terminals. The equipment will be provided for a fee by Loterj, and the rule allows for two types of establishments: exclusive VLTs and Sports Bars, and non-exclusive stores, which may offer gaming as a secondary activity.

In the decree, it was established that the equipment must include, as a prerequisite for login, access via QR code and a multifactor authentication system, which must necessarily include biometric identification combined with at least one additional verification factor.

All betting operations will be integrated with a player registry (KYC) as a way to ensure restricted access by minors, AML/CFT measures, prevention of compulsive gambling, and consumer protection.

According to Hazenclever Lopes Cançado, president of Loterj, the decree represents a new milestone for the lottery sector in Rio de Janeiro, with the potential to generate up to 65,000 jobs and boost tourism in the state.

“This is a historic milestone for Rio de Janeiro! We want modernity, security, and responsibility in the lottery sector,” said Hazenclever. “My thanks to Governor Cláudio Castro and the Loterj team, who worked tirelessly to make this project a reality. We are ensuring that every bet is secure and every operation monitored, with concrete social and economic benefits for our state.”

The decree states that the operation of the equipment may only occur through accreditation and approval by Loterj, with integration to central systems for traceability, data protection, and money laundering prevention. In addition, the equipment must undergo a Proof of Concept (PoC), with a practical demonstration of compliance with the technical specifications required by Loterj.

All financial transactions made by bettors must, mandatorily, be carried out via Pix linked to the bettor’s CPF, in order to ensure traceability and compliance with current legislation. The decree prohibits cash bets as well as the use of credit or debit cards.

In addition to VLT Shops and Sports Bars, the decree also covers non-exclusive establishments operating lottery products. All equipment must hold international certifications (GLI, ISO) and undergo Proof of Concept before starting operations, including regulatory QR Codes and Responsible Gaming alerts.

The decree also defines certain technical concepts to be understood within the scope of the new regulatory framework in Rio de Janeiro:

- Smart POS: Multifunctional terminal, running on Android OS, for processing financial transactions via the Pix system, in the operation of lottery products;

- Authentication or Security Token: Cryptographic credential storing sensitive information such as digital certificates, private keys, or one-time passwords (OTPs), used in strong authentication processes;

- Totem: Standalone equipment that allows bettors to interact directly with the online betting system through a digital interface;

- Video Lottery Terminal (VLT): Individual electronic betting terminal with a graphical interface and games based on centralized draws, connected to a central remote control system that ensures the integrity and randomness of operations.

“We are taking a decisive step to consolidate Rio as a national and international benchmark in modern and responsible lotteries,” Hazenclever emphasized. “The future has arrived, and it is promising for all residents of Rio.”

“With the new regulation, the state advances in the modernization of the lottery market, ensuring transparency, security, job creation, and tourism promotion, aligned with the best international practices,” he concluded.
