Sinapo’s goal is to foster cooperative federalism and promote a systemic national approach to the regulation of prizes and betting. The proposal involves coordination among subnational entities and the dissemination of regulatory best practices, focusing on establishing national minimum standards for Responsible Gambling, technical requirements for systems and games, anti-money laundering measures, and consumer protection.
The structuring of Sinapo began in July, with the first two meetings of the Working Group responsible for its implementation. Representatives from 16 states and the Federal District participated in hybrid-format meetings held in Brasília.
Initial discussions covered criteria for operator authorization and supervision, the application of administrative sanctions, anti-money laundering mechanisms, and practical guidelines for Responsible Gambling policies.
Upcoming meetings will address state participation in the National Self-Exclusion Platform, as outlined in federal legislation. This tool will allow players to voluntarily request temporary or permanent exclusion from licensed platforms, serving as a support mechanism for mental health and financial well-being.
The creation of Sinapo is a priority in the SPA/MF’s 2025–2026 Regulatory Agenda, under Project No. 8, which includes 13 strategic initiatives for developing the sector’s regulatory framework.
The schedule includes public consultations and ongoing engagement with stakeholders involved in both the regulation and operation of fixed-odds betting.
By promoting integration among government entities, Sinapo aims to strengthen public sector governance, reduce regulatory asymmetries, enhance information exchange among responsible bodies, and ensure greater consumer protection nationwide.
