Rio de Janeiro mayor warns he will ban VLTs and betting machines in the city: "wrong measure"

Eduardo Paes, mayor of Rio de Janeiro, stated this Thursday (21) that he will not allow betting machines and Video Lottery Terminals (VLTs) in the city. According to him, establishments that engage in this practice will not be granted operating licenses by the city government. The statement came after Governor Cláudio Castro published a decree regulating the operation of totems, terminals, sports betting machines and VLTs throughout the state.

According to Paes, the state measure is “at the very least misguided” and requires a broader debate.

"I believe that the decision to release these gaming machines through a decree, without legislative backing and without properly discussing the topic, is, at the very least, misguided.”

It can lead to addiction, and if not properly regulated, it can exacerbate public health and social issues. In the city of Rio, we will proceed cautiously, and for now, commercial establishments will not be allowed to obtain operating licenses from the city if they have gaming machines,” he said.

Paes announced that Deputy Mayor Eduardo Cavalieri is expected to issue a municipal decree on Friday (22), explicitly prohibiting the installation of these devices in the capital. The mayor is in New York attending a public safety forum and said he will discuss the issue with Governor Cláudio Castro upon his return.

Castro stated that the aim of the gaming decree is not revenue collection but to regulate an already existing and currently uncontrolled practice, reducing the space for illicit activity.

According to him, the regulation will allow authorities to identify those profiting excessively, since the payment system will be controlled by the state, and ensure that only law-abiding entrepreneurs operate in the sector.

Castro also emphasized that the Loterj system will block access for Bolsa Família beneficiaries and compulsive players, as well as support campaigns to encourage a more balanced and healthy relationship with gambling.

Loterj argues that VLTs differ from traditional slot machines, as they operate with a real-time audited generator, eliminating the risk of manipulation. The state government also expects revenue: a 5% fee will be charged on company earnings, earmarked for health, education, security, and social programs.
