The regulation will also allow the installation of this equipment in various commercial establishments, such as bars, or themed bars, such as sports bars, which broadcast matches in various sports. The program that will run on the machines will be the responsibility of Loterj.
To explore this market, the company will need to be licensed by the state agency and pay a five-year grant of R$5 million (US$920,000), in addition to transferring 5% of the revenue collected to the state government. Implementation of this new betting system is expected to begin in 2025.

The system will operate under two models. In one of them, the user will purchase a virtual ticket, part of a series issued by Loterj, and, upon processing it in the machine, will instantly know if they have won. There will also be terminals for sports betting in any sport.
It will be possible to place a small bet, for example, on who will score the first goal in a soccer match or on the number of cards used in the game. This practice is already adopted by betting companies authorized by the Union and in other states in the country.
In the case of VLTs, the system will not allow bets, for example, on well-known games of chance, such as Fortune Tiger or virtual slot machines. However, nothing prevents the machines from having a similar appearance to existing ones. The panels, for example, can display repeated symbols, such as numbers or other identical figures, to announce a prize.
According to the government, all transactions—for betting or receiving prizes—made through the machines will be via Pix. The effort to establish regulation began in February.
Loterj held meetings with companies operating this type of gambling in Paraná, Paraíba, and countries such as Mexico and the United States. Representatives of the state lottery also met with the Federal Revenue Service and the Financial Activities Control Council (COAF) to discuss mechanisms to combat fraud and money laundering.
On social media, Loterj president Hazenclever Lopes Cançado highlighted that the project could generate up to 65,000 jobs and strengthen tourism.
In addition to its core casino machine business, EGT established subsidiaries EGT Digital, which focuses on all online gaming sectors (including sports betting and platform development), and EGT Steel Production, which manufactures slot machine cabinets.
