III National Congress of Municipal Lotteries to discuss opportunities and sector's regional growth

The National Association of Municipal and State Lotteries (Analome) has released the agenda for the III National Congress of Municipal Lotteries, to take place on August 13 and 14 in São Paulo. The event will bring together authorities, operators, and legal experts to debate regulations challenges and strategies to boost the industry in Brazil. Topics will include business sustainability, planning for the creation of local entities, and the use of Video Lottery Terminals (VLTs).

According to Filipe Rodrigues, president of the Jogo Positivo Association and creator of the event, the congress will allow participants to address important themes for the industry.

The III National Congress of Municipal Lotteries will address relevant topics for the creation and operation of lotteries at the local level. Factors such as increased taxation, reduced advertising, and frequent attacks from the federal government’s top leadership on the betting sector generate significant legal and political uncertainty,” he said.

In this context, municipal lotteries provide opportunities for small investors and operators, generating immediate local results. The challenge is to create an intelligent and efficient oversight system to prevent money laundering, illegal gambling, and irresponsible advertising,” he added.

Paulo Horn, president of the OAB/RJ Lottery Law Commission, Legal Director of Jogo Positivo, and a key promoter of the national Municipal Lotteries Congress, emphasizes that strengthening municipal lotteries is essential for building a solid, transparent, and sustainable regulatory environment in Brazil.

It is crucial for the legal sector to stay alert to these discussions and contribute to the development of regulations that ensure legal certainty and consumer protection, while also encouraging innovation and local economic development. Municipal lotteries represent an important opportunity for economic diversification and social inclusion, especially in smaller cities, delivering direct benefits to local communities,” said Horn.

The official opening is scheduled for 2:00 PM, followed by a series of strategic panels:

3:00 PM – Risks of undermining good regulation in Brazil and the rise of municipal governance

3:30 PM – Compulsive behavior and available treatments in the public (SUS) and private health systems

4:00 PM – Jogo Positivo and building trust among the market and stakeholders

5:00 PM – Payment operations and corporate policies balancing economic freedom and protection of the national financial system

The first day will close with a welcome cocktail at 6:15 PM.

August 14 (Wednesday)

The second day starts at 10:00 AM, focusing on sustainability and innovation:

10:00 AM – Associations and institutes cooperating for a sustainable industry

11:00 AM – Risks to Brazilian football arising from the slowdown of the gaming industry

2:00 PM – Key stages in planning a municipal lottery

3:00 PM – Use of VLTs to generate revenue and stimulate local economic growth

4:00 PM – Inter-municipal consortia: regional planning and action definition

5:00 PM – Regulatory evolution of municipal lotteries

The official closing will take place at 6:00 PM.

Organized by the National Association of Municipal and State Lotteries (Analome), with support from the Brazilian Institute of Sports Law (IBDD), Jogo Positivo, and BiS SiGMA, the congress is consolidating its position as the main meeting point for leaders and managers interested in structuring municipal and state lotteries in Brazil.
