OAB-PE to host debate on Municipal Lotteries and Federalism

The Brazilian Bar Association – Pernambuco Chapter (OAB-PE), in partnership with the Pernambuco School of Advocacy (ESA-PE), will host a seminar this Friday, August 8, focused on the theme “Municipal Lotteries: a reflection on federalism and jurisdiction.” The event will begin at 9 a.m. at the OAB-PE auditorium in Recife.

The opening ceremony will feature OAB-PE President Ingrid Zanella and ESA-PE Director-General Carlos Barros.

The panel will bring together experts such as Amilton Noble, Fabiano Jantalia, André Lins, and Sofia Signorelli, who will discuss the legal and regulatory nuances of municipal-level lotteries.

Amilton Noble – CEO of Hebara S/A, with over 30 years of experience in the gaming and betting industry. He began his career at the Brazilian Jockey Club and led the creation of lottery products such as Raspadinha do Rio and Rio de Prêmios, considered one of the industry's greatest success stories.

Fabiano Jantalia – Founder of Jantalia Advogados, he specializes in Economic and Gaming Law. He served as a legal counsel for the Central Bank of Brazil for 10 years and currently teaches postgraduate courses.

 


Sofia Signorelli – A lawyer, economist, and international relations specialist with extensive academic training both in Brazil and abroad. She is currently a partner at Buzzi Signorelli and Leme Consultores, and also serves as a legal consultant to the World Bank.

André Lins – A lawyer specializing in fixed-odds betting regulation and compliance in the gaming and betting sector. He works on the implementation of regulatory policies for operators in the industry.

The debate promises to be timely and dynamic, especially given the growing number of municipal initiatives in the sector – such as in Recife itself, which is currently evaluating the creation of its own lottery.

Key discussion points will include the constitutionality of these initiatives in light of the federal pact, the principle of free competition, and the paths to secure, transparent operations that align with best legislative practices.

The seminar is aimed at lawyers, public managers, and anyone interested in understanding the legal and institutional implications of this emerging regulatory frontier in Brazil.
