After agreement on ‘Bets’, Finance Minister advocates for land-based gaming regulation in Brazil

Finance Minister Fernando Haddad defended the regulation of land-based casinos and bingo halls in Brazil on Canal Livre, citing the positive example of iGaming regulation. He emphasized that the approval of online gaming and the delay in in-person betting is a 'reversal of priorities' in Congress.

 

According to Finance Minister Fernando Haddad, the legalization of casinos would not be a "mass game," but a strategic economic activity, primarily focused on tourist hubs in specific locations.

Haddad emphasized that regulation increases the potential for job creation and visitor attraction. He argued that the in-person experience is more restricted and controllable.

According to Haddad, the federal government has already identified 30 million unique CPFs registered on regulated online betting platforms. The popular and massive nature of virtual gambling has led to revenue from gambling taxes being earmarked for healthcare.

The debate also addressed the hypocrisy of keeping games like jogo do bicho illegal, which ultimately finances organized crime, while regulation could generate revenue for the state and create formal jobs.

The bill to regulate casinos and bingo halls is stalled in Congress after the Senate postponed the vote in July of this year.
