Committee approves ban on blocking lottery and betting funds allocated to sports

The Sports Committee of Brazil’s Chamber of Deputies has approved rules to prevent the withholding or blocking of revenues from lottery operations and sports betting collections that constitute resources for the Ministry of Sports. The text is a substitute bill presented by rapporteur Congressman Luciano Vieira to Bill 4114/24, authored by Congressman Doutor Luizinho.

The original bill only prohibited the blocking of lottery revenues, while the new version included resources from payments made by companies specializing in sports betting.

“Sports are recognized as a driver of health, education, leisure, and social inclusion, as well as an effective tool for violence prevention and human development,” said Luciano Vieira.

“The budgetary security provided by this measure will allow for greater predictability and planning of the Ministry of Sports’ actions, ensuring the full implementation of structural projects and programs,” the rapporteur added.

The demand for funds is an urgent need for the Ministry of Sports, as stated by Giovanni Rocco Neto, National Secretary for Sports Betting and Economic Development of Sports, in an exclusive interview with GMB.

“We have the mission of delivering infrastructure. The resources from taxes generated by the activity need to reach the Ministry of Sports so that all of this can be carried out. This is a joint effort by the entire government and, above all, with the market. The market needs to understand that this is important and that without it, the infrastructure for all sports betting is compromised.”

The bill is being processed conclusively and will still be reviewed by the Committees on Finance and Taxation, and on Constitution and Justice. To become law, the measure must be approved by both the Chamber of Deputies and the Senate.
