Ordinance SPA/MF No. 2,040, published on Friday (12), grants businessman Fernando Oliveira Lima, known as Fernandin OIG, one more license—this time for the ICE brand, which may offer sports betting and online gaming exclusively in the virtual modality.
The businessman testified before the Senate’s CPI of 'Bets', where he clarified to the committee members that he is not the owner of the Fortune Tiger, as had been alleged by senators. In the final CPI report, which was not approved, rapporteur Senator Soraya Thronicke requested that Fernandin OIG and his companies be investigated.
OIG Gaming Brazil Ltda already holds authorization to operate three other sports betting and online gaming brands—7games, Betão, and R7—through Ordinance No. 2,096/2024, filed under process Sigap 0015/2024.

Authorizes the legal entity mentioned to operate the fixed-odds lottery modality.
The SECRETARY OF PRIZES AND BETTING OF THE MINISTRY OF FINANCE, in the exercise of the powers conferred by art. 55, item I, Annex I of Decree No. 11,907, of January 30, 2024, and pursuant to Law No. 13,756 of December 12, 2018, and Law No. 14,790 of December 29, 2023, resolves:
Art. 1 Authorize the following legal entity to operate the fixed-odds lottery modality, in accordance with Laws No. 13,756 of December 12, 2018, and No. 14,790 of December 29, 2023, the Ordinances issued by the Secretariat of Prizes and Betting, and based on the information contained in process SIGAP No. 0044/2025:
