“The regulation of lottery services involves a set of legal, technical, and operational challenges. Although federal and state rules already exist on the subject, requirements for certification, auditing, responsible gaming, and anti-money laundering still depend on complementary regulation to be issued by Agepar,” emphasized Isaac Clemente Coelho, head of Agepar’s Coordination Office.
According to State Law No. 20.945/2021, the revenue from the operation of the state lottery service will be allocated to public services and initiatives focused on affordable housing and public security.
“The public call for contributions is an important tool, especially in the initial phase of the regulatory process. It aims, among other aspects, to collect technical and operational input from industry stakeholders and experts, identify challenges in implementing best market practices, map regulatory risks and opportunities for innovation, and also ensure legitimacy, transparency, and effectiveness of the future regulation,” noted Raphael Brasil, Agepar Regulation Specialist.
In this consultation, through an online form, interested parties will be able to respond to questions prepared by the technical team covering topics such as certification requirements for lottery systems, technological integration with Lottopar’s management platform, betting monitoring mechanisms, consumer protection and responsible gaming parameters, as well as regulatory, legal, economic, and social allocation aspects of revenues.

Lottopar
Lottopar was created by state law with the purpose of managing the operation, administration, and oversight of public lottery services in the State of Paraná. A few weeks ago, it received international recognition for the responsible practices it has been adopting regarding gaming.
This week, the agency received Level II certification from the World Lottery Association (WLA), awarded to institutions that implement effective player protection measures and prevention of illegal or harmful practices.
Lottopar regulates sports betting, instant lottery, numerical prognostic, specific prognostic, sports prognostic, and passive lottery modalities.
