Ministry of Sports receives US$90m from ‘Bets’ in 1H 2025

Brazil’s Ministry of Sports received R$478.9 million (US$90m) from betting operators in the first half of 2025. This amount is part of the allocations (12% of gross revenue) that the companies are required by law to make to social services. The Ministry received the most funds from the transfers that the so-called ‘Bets’ made to sports entities during this period. This is the first year that the regulated betting market has been operating in Brazil.

The Sinesp (National Sports System) received R$154.9 million (US$29m). The COB (Brazilian Olympic Committee) received R$47.5 million (US$8,9m) in the first six months of this year.

In the same period, betting companies allocated R$773.9 million (US$145m) to sports entities and agencies, while their revenue reached R$17.4 billion (US$3.25bn).

How the transfers work

According to the legislation, allocations are made as follows:

- Private entities – receive 6.3% of the 12% (equivalent to 0.756% of gross revenue). Transfers go to 10 beneficiaries, including the Brazilian Olympic Committee (2.2% of the 12%) and the Brazilian Paralympic Committee (1.3% of the 12%);

- Contribution to the Treasury’s single account – receives 86.4% of the 12% (10.368% of revenue). In total, 11 different agencies benefit. The Ministry of Sports (22.2% of the 12%), Social Security (10% of the 12%), and the Ministry of Tourism (22.4% of the 12%) are among them;

- Image rights and intellectual property of athletes and sports organizations – transfer of 7.3% of the 12% (or 0.876% of gross revenue). This amount is allocated as compensation for competitions, games, and athletes that are the object of betting.

President Luiz Inácio Lula da Silva’s government decided to increase the levy on betting revenue from 12% to 18%. The higher rate will take effect starting in October this year.
