Federal Revenue Service establishes code for collecting ‘Bets’ taxes for healthcare purposes

Brazil’s Federal Revenue Service published Declaratory Act 22 this Tuesday (2), establishing code 6524 for collecting amounts from betting operators for healthcare purposes. The funds will be allocated to the prevention, control, and mitigation of social harms arising from gambling.

With the new regulation, the Federal Revenue Service's General Coordination of Collection and Credit Law establishes that, from now on, funds allocated to the healthcare sector will have a specific allocation, directed to the Ministry of Health.

The funds will be allocated exclusively to measures to prevent, control, and mitigate social harm resulting from gambling in healthcare, as established in Article 30, § 1º-A, item VI, of Law No. 13,756, which regulates sports betting and online gaming in Brazil.

The Revenue Code Table, included in Article 2 of Executive Declaratory Act (Codar) No. 16, of June 25, 2025, will come into effect with the addition of item 19, with the following description:
 


With this measure, the funds collected for the Ministry of Health will now be subject to the application criteria established by the law regulating iGaming in Brazil and will be specifically allocated to combating and treating gambling addiction, as established by current legislation.

The measure takes effect immediately and complements Ordinance 1,907/2025 of the Secretariat of Prizes and Bets, which established code 6524 for the general collection of taxes allocated to the Ministry of Health.
