The Inhapi City Hall will be responsible for regulating, controlling, and overseeing the Municipal Lottery, and may delegate, through concessions, the operation of the lottery service to specialized companies, in compliance with federal legislation.
The concession of lottery services may be awarded through a competitive bidding process, and the concession will have a term of 25 years, renewable for the same period, depending on the public interest.
The funds raised from the operation of the lottery will be allocated primarily to social assistance and public safety.
The Executive Branch must regulate the law within 90 days and define how the activity will be operated in the municipality.
Amid the national trend toward municipalization of lottery services, it is worth noting that an ADPF (Allegation of Non-Compliance with a Fundamental Precept), number 1212, is currently before the Federal Supreme Court (STF), challenging the constitutionality of municipal laws and decrees that create their own lotteries.
