Bill seeks US$132m per year for cybersecurity fund from 'Bets'

A bill will be introduced in the Brazilian Senate to create a national cybersecurity fund, sourced from a fixed allocation of part of the National Public Security Fund for activities in this area. The proposal, initiated by the Parliamentary Front for Cybersecurity and Cyber Defense, targets 2% of 'Bets' revenues to fund the new reserve and foresees a national authority to oversee the topic.

The project, to be filed by Senator Esperidião Amin on behalf of the Cyber Front, justifies the measure by noting that the National Cybersecurity Policy and Strategy “lack legal and financial support, are not binding for federal entities, and do not have structured mechanisms to ensure effective implementation.”

The bill establishes the National Digital Security and Resilience Program, to be adopted by the federal government, states, and municipalities, and open to the private sector. The program includes professional training, coordination of local cybersecurity plans, and promotion of cooperation across different levels of public administration.

The project provides for a national authority, to be appointed by regulation from the Executive Branch, responsible for standard-setting, oversight, and establishing minimum cybersecurity standards.

Entities must join the program to access fund resources. In 2025 terms, the National Public Security Fund had R$ 1.16 billion (US$219m). Three percent of this equates to R$ 35 million (US$6.6m) for cybersecurity activities.

According to the Ministry of Finance’s Prize and Betting Secretariat, betting revenues reached R$ 17.4 billion (US$3.3bn) in the first half of 2025. Projecting for the full year, the National Public Security Fund could be boosted by R$ 700 million per year (US$132m) – close to the R$ 600 million (US$113m) initial cost estimated by the Institutional Security Office for creating a National Cybersecurity Agency.
