The validation of the dual scenario

In his speech at CGS 2025, Secretary Regis Dudena reinforced this legitimacy. He detailed the collaborative effort of the Union, which has already held five meetings with 18 states and the Federal District for the creation of the National Betting System (Sinapo).
The law recognizes that they [states and the Federal District] can provide this service, supplementing federal legislation, due to this professional competence, Dudena stated at the event.
For states that join, the Ministry will provide crucial projects. A centralized list of authorized lottery operators will facilitate market recognition. And a centralized platform of prohibited persons will protect bettors. The use of the .bet.br domain will give credibility to state operators.
This approval by the Union validates the operation of lotteries such as Loterj, Lotep, LEMG, Lotema, and Lottopar as safe partners for iGaming operation.
