House committee approves allocation of part of sports lottery to reward achievements in Education

The Education Committee of the House of Representatives approved a bill allocating part of the proceeds from the sports lottery to reward governments, schools, teachers, and students who excel in improving the quality and equity of learning in basic education. Under the proposal, each year, the net proceeds from a sports lottery competition will be forwarded to the Ministry of Education, which will define the rules for the awards.

The committee approved the text of the rapporteur, Deputy Dayany Bittencourt, in favor of Bill 981/25, introduced by Deputy Fred Linhares, but with amendments.

The approved version maintains the original idea of using part of the lottery revenue to recognize teachers, schools, and students who stand out in national assessments.

The substitute text presented by the rapporteur assigns the MEC the responsibility of defining the rules and categories of the awards. “This flexibility allows criteria to be adapted to local realities — such as literacy rates, dropout reduction, or teaching innovation,” explained Dayany.

The new text also changes the funding source, replacing numerical lotteries with sports lotteries.

Current allocation

Currently, the law already provides for the allocation of the revenue from one sports lottery draw to the following entities:

- National Federation of Associations of Parents and Friends of the Exceptional (Apaes);

- Brazilian Red Cross; and

- National Federation of Pestalozzi Associations.

The proposal amends Law 13.756/18, which regulates lottery revenue distribution.

Next steps

The proposal, which is being processed under conclusory terms, will still be reviewed by the Committees on Finance and Taxation and Constitution and Justice. To become law, the text must be approved by both the Chamber of Deputies and the Senate.
