There was also alignment with the Central Bank, which ruled that financial institutions (FIs) and payment institutions (PIs) must close accounts associated with illegal operators and report suspicious cases.
A sector that requires constant vigilance
Although Brazil currently has 78 licensed and monitored companies, the SPA (Secretariat of Prizes and Betting) imposed 35 sanctions in just six months. In addition, 112 social media pages and 146 posts promoting illegal operators were taken down — showing that while market professionalization reduces risks, it does not eliminate them, and instead reinforces the need for more sophisticated controls.
During the same period, 66 enforcement processes were initiated, involving 93 different brands. Of these, 35 sanctioning cases were concluded, underscoring the ongoing effort to monitor and enforce market rules.
For licensed operators, the challenge is now twofold: to attract new bettors with a smooth user experience while also blocking complex frauds such as fake identities, money laundering, and attempts by underage users to open accounts.
Compliance as a competitive edge
Regulatory pressure is expected to increase. The SPA has already reinforced alignment with the Central Bank and financial institutions, mandating the blocking of suspicious accounts and the interruption of transactions with illegal operators.
At the same time, the government emphasized cooperation with digital platforms to combat illegal advertising of betting and reinforced Responsible Gaming guidelines, which include the requirement of accurate information, mandatory warnings, and the prohibition of communications targeting minors.
On the other hand, the sector’s contribution to the economy remains significant. In just the first half of the year, R$3.8 billion (US$699m) in taxes, R$2.2 billion (US$404m) in license fees, and R$50 million (US$9.2m) in oversight fees were collected. It is a market that already has relevant impact and, for this reason, cannot afford weaknesses.
