Mayor of Salvador proposes creation of municipal lottery

Mayor Bruno Reis submitted a bill to the City Council of Salvador, in the Brazilian state of Bahia, that provides for the creation of the Municipal Lottery. The bill is expected to be considered at a joint committee meeting this Tuesday (30). The proposal is expected to be voted on in plenary session next week. The funds raised will be allocated to investments in health, education, public safety, social assistance, and the promotion of culture and sports.

Bill No. 423/2025 establishes that the lottery modalities allowed under current federal legislation will be permitted. The service may be operated directly by the municipality or indirectly through concessions or partnerships with the private sector via public bidding.

Revenue allocation

According to the proposal, the gross revenue from the Municipal Lottery will be primarily allocated to prize payments and applicable income tax collection.

The remaining balance will be transferred to the municipality, including the variable concession fee percentage. These amounts will be directed to areas such as:

* Public Health

* Education

* Public Safety

* Social Assistance

* Culture and Sports

One of the bill’s provisions establishes that lottery products may be sold exclusively within the city of Salvador. In the case of digital platforms, geolocation tools will be mandatory.

Justification

In a message to the City Council, Mayor Bruno Reis justified the initiative, highlighting the creation of a reliable system and its potential to generate resources for funding health, social security, and social assistance programs.

When the municipality takes the lead in supervising betting, its proximity to players enables not only better management and tracking of systems, but also the implementation of responsible gaming policies and effective support measures for bettors, ensuring more direct and humanized care,” stated the mayor of the Bahian capital.
