The company awarded the contract will be able to launch lottery products (bets, draws, or competitions with prizes) and carry out all necessary activities for their commercialization, both physically and digitally, within the territory of Pindamonhangaba, provided they are originally authorized under federal legislation.
The winner of the bidding process will be responsible for creating games, enabling participation channels for bettors, handling publicity, distribution, commercialization, and paying out prizes to winners. The Public Authority will oversee the company to ensure compliance with all requirements.
The municipal lottery aims to promote programs and initiatives for the city’s economic and social development through revenue generation. According to the regulatory notice, the funds collected will be divided among the winning bidder, the managing company, and the Municipality. Part will go to the Finance Department for administrative and oversight activities, while another portion will be allocated to basic healthcare services.
Eduardo Cursino, Secretary of Administration of Pindamonhangaba, explained: “In addition to offering a new betting opportunity to the population, the municipal lottery has a social purpose, with part of the funds allocated mainly to healthcare.”
According to him, the feasibility study commissioned by the Municipality identified revenue possibilities through direct allocation, transfers, and ISS tax collection, as well as job creation — potentially exceeding 370 direct and indirect positions in lottery sales outlets and/or product manufacturing.
Cursino also emphasized that “Pindamonhangaba is aligned with the Federal Supreme Court’s 2020 authorization and follows the path of the São Paulo State Government, which in June launched its tender for a company to operate the state lottery.”
Additionally, other municipalities in Brazil have successfully implemented lotteries, including São Vicente, Guarulhos, Cabo Frio, Maceió, Aracaju, Salvador, Curitiba, among others.
Modalities provided
The municipal lottery will include fixed-odds betting — corresponding to predictions on real or virtual events, where bettors win if their sports or numerical predictions are correct — instant lotteries (immediate results), passive lotteries (where bettors purchase pre-numbered tickets), in addition to other modalities authorized under federal law with municipal consent.
