SPA and Conar sign agreement to strengthen advertising oversight in the betting sector

The Ministry of Finance's Secretariat of Prizes and Betting (SPA-MF) and the National Advertising Self-Regulation Council (Conar) signed a cooperation agreement to strengthen oversight and promote greater accountability in advertising campaigns for the fixed-odds betting and commercial promotion sectors in Brazil. This will make it faster to identify offenders and remove illegal or irregular advertising.

The agreement foresees several measures, including the creation of a permanent communication channel between SPA and Conar to address cases of irregular or illegal advertising, the implementation of educational campaigns, and the production and dissemination of informational materials.

Both bodies will also exchange information and monitoring methodologies to identify repeat violations and improve enforcement.

Through this partnership, concrete results are expected, such as the swift identification of advertisements that violate the rules — including repeat offenders — supporting SPA’s oversight role in combating illegal practices in commercial promotions and illegal betting sites. The agreement will also enable awareness campaigns on responsible gambling, with special attention to the protection of children and teenagers.

According to Sergio Pompilio, President of Conar, the cooperation brings important gains to the betting sector: “This is a significant milestone. The combination of regulatory and self-regulatory efforts has been consolidated as a modern and much-requested approach in most countries, and it is essential to face the challenges ahead, especially in high-impact segments such as betting.”

Regis Dudena, Secretary of Prizes and Betting at the Ministry of Finance, emphasized that the signing of the agreement with Conar reinforces the Ministry’s commitment to protecting people and the popular economy: “We know that advertising plays a central role in how society views and accesses betting and commercial promotions. That is why we cannot allow messages from illegal operators, or those that mislead, encourage harmful practices, or reach vulnerable audiences such as children and teenagers.”
