Brazilian government to stablish a National Policy to Combat the Manipulation of Sports Results

The Ministers of Sports, Finance, and Justice and Public Security signed a joint ordinance published this Tuesday (9) establishing the Working Group (WG) to develop the proposed National Policy to Combat the Manipulation of Sports Results in Brazil. The main guidelines involve integrity in competitions and inter-institutional and international cooperation in the quest to curb illegal practices associated with betting.

The WG meetings will be held regularly twice a month or, on an extraordinary basis, whenever convened by the coordinator of the Working Group, which is composed of 14 members from the three ministries. The overall coordination of the GT has been assigned to Giovanni Rocco Neto, National Secretary for Sports Betting and Economic Development of Sport.

The Working Group will last for 180 days, starting from the date of the first meeting, and may be extended once for an equal period. At the end of its mandate, the GT will prepare a final report with the results of its work, which will be presented to the Ministers of Finance, Sports, and Justice and Public Security.

The guidelines for the drafting of the National Policy to Combat the Manipulation of Sports Results are:

I - integrity, transparency, and legality in sports competitions;

II - action based on the principles of collaboration, efficiency, division of tasks, and complementarity of competences;

III - inter-institutional and international cooperation; and

IV - proportional and effective accountability of those involved in sports results manipulation.

Mandates of the Working Group

I - to propose the National Policy to Combat the Manipulation of Sports Results;

II - to propose national guidelines based on international standards, including mechanisms for detecting, investigating, and punishing sports fraud;

III - to propose an integrated and collaborative flow for receiving and processing reports of sports result manipulation, ensuring harmony among responsible bodies and avoiding overlapping of administrative instances;

IV - to analyze laws, regulations, and best practices adopted in countries with effective policies against sports result manipulation; and

V - to propose educational materials to improve the training of public agents working on issues related to the manipulation of sports results.

Composition and Coordination

The committee is composed of the following members:

I - From the National Secretariat for Sports Betting and Economic Development of Sport of the Ministry of Sports:

a) Giovanni Rocco Neto, National Secretary for Sports Betting and Economic Development of Sport, who will coordinate it;

b) Denise Caminha Nóbrega Barbosa, Director of Integrity in Sports Betting, Deputy;

c) Lorena Martins Passos, General Coordinator for Combating Harmful Practices in Sports Betting; and

d) Danilo Barbosa Mendonça, General Coordinator for Economic Development of Sport.

II - From the Secretariat of Prizes and Betting of the Ministry of Finance:

a) Fabio Augusto Macorin, Undersecretary of Monitoring and Supervision;

b) Carlos Renato Xavier de Resende, General Coordinator of Monitoring of Money Laundering and Related Matters; and

c) André Lartigau Wainer, Coordinator of Monitoring of Money Laundering and Related Matters.

III - From the Ministry of Justice and Public Security:

a) From the National Secretariat of Public Security:

- João Paulo Orsini Marnelli, Advisor;

- Ana Cristina Braga de Sousa, Civil Police Delegate of the State of Amazonas, Directorate of Integrated Operations and Intelligence.

b) From the National Secretariat of Justice:
